In the Stateline Country Club days, they had head-in parking. Today, no street parking at all.
I think today's sidewalk is where the head-in cars were parking in the old days.
That would allow for extra space for the new facade to be built (?)

Not definitive, but I think it fits. I doubt that Harrah's would allow us to crawl around on their roof to check, though it would be interesting to do.
