Help wanted:H C Edwards inlaid No Cash Value chips

Hello all -- Help requested on these as to value and use.

I just received about 10 each of these neat chips. Same on both sides. They look like generic "no cash value chips" made by H C Edwards Co. Same on both sides. Just one of them has "Curacao Hilton" hot-stamped on both sides.

What do you think? Junket or complementary or promotion chips? Value?
