sure only people that are allowed to vote can. Otherwise anyone (even non members) could send in votes. Without this safeguard in place, someone could also send in multiple votes.

It is true secret bidding if once marked off a list, all the envelopes are opened and no one knows what vote came from what envelope.

Its the only way it can be done safely
