I wasn't offering a solution to a problem, just a commentary of my previous happenings to a similar situation.

The point that I was trying to make is that I have traded or bought quite a few chips on here as well as Ebay, and I have NEVER been charged an additional fee from the USPS, nor have I ever had anyone contact me about being charged any additional mailing fees! From my previous experience, it seems to me that this policy is "enforced" whenever the USPS feels like doing so. Because if it were the "law of the land" as far as USPS policy goes, then why was I even allowed to mail a parcel that was knowingly undersized?? I wonder if this parcel was charged that additional fee on a Monday??
