Blame NJ Gaming Control
In Response To: QUESTION FOR ARCHIE or A..C. COLLECTORS ()

NJ Gaming Control requires the casinos to separately inventory each LE they issued. Monthly counting of the chips by issue made LE's impractical for the casinos.
