I don't usually get involved in political arguments but in this case its not Obama, its not Bush, its not the tea party, its all of them. To make a law it needs to be voted on by both houses and signed by a president. That's 5 groups of people who need to put together a majority to make this happen (senate D, senate R, HOR D, HOR R, president).
That said, specific government agencies who overstep their boundary to confiscate a domain is a whole other matter. This is what concerns me much more than the law against internet poker. This isn't the first time they have done this. America doesn't own the internet (although we created it), America didn't even create the web, all we did was to allow a quasi-government agency in ICANN to register a .com domain name.
