Would these be "NEW" to TCR?

TCR shows Casino Career Institute Gaming School had H.C.E. Roulette chips, these are H&C Version. I got them in 4 colors and 2 - 3 Tables. I'm sure the might have been "C" Table for the Blue Roulette.
