value is determined by how much someone is willing to pay or IF someone is willing to pay for an item. There are a bunch of small town places (in Nevada & beyond) that have very low mintage, but the collector base for these areas may also be very limited which translates into low sale value. This applies to most chips outside of the Las Vegas / Atlantic City realm. A good example is some of the Colorado chips -- very low mintage but not a huge collector base equals a lower sales value.
