I would argue the exact opposite Reuben. I have seen low mintage, hot stamped small town Nevada chips routinely sell way below guide values. The simple answer is these chips are not in demand. And frankly, sitting on them and waiting for the rest of the world to come around to liking that chip so you can do better on the sale.......me thinks your great-grandkids might make a nice buck on it!! JK, of course, but you get the point.
The hobby is small to begin with, the pool of small town collectors are even smaller, and then you get collectors like me who put further conditions on to what they collect----I like small town Nevada, but don't collect hot stamped chips.
Of course, there are always exceptions. Find two crazy collectors who are jonesing for that obscure chip, and BINGO, all of a sudden you get twice guide value for it, but you need the perfect storm.
For me, I collect the chips I am passionate about, and sell the others. The value is whatever I can get someone to give me for it.
