The Metelitsa casino group was once a major player in Moscow, Russia. They had various locations in Moscow and in Moscow Region (outside Moscow City). The snapper that you see is just one of several variations of chips they used interchangeably in the different locations - very popular in the former Soviet Republics.
Most of the casinos supposed to close are still in business but not advertising as casinos but as "nightclubs, VIP clubs, in catering, bowlings, billards halls, party halls, etc. I am aware of one casino that is very near Red Square which is a casino without the signage, billboards or neon sign - simply put no signs or indication that it is casino until you are inside.
The most popular name is "VIP Club" with casino - only for tourists they say.
What you have is most probably from the roulette - just a guess, unless it has a denomination at the back. The other chips that they made without the denominations are the "Lucky Chip" similar to our Win Chip here in Las Vegas and elsewhere.
