Your ivory chips have a diameter of approximately 1.5". I don't know the diameter of an elephant tusk at its base but 6" to 8" seems reasonable. I think it is easy to see how a chip would not have a nerve hole. Of course as you approach the tip nof the tusk all chips would have nerve holes
