What makes roulette chips anymore stolen than a 5 dollar house chip which regulations say is for gaming purposes only. I have seen many signs in many casinos that say these chips are the property of the casino and should not leave the premises.
BTW I have returned roulette chips on several occasions and have not been banned once.
