When I do websites, I use Microsoft Frontpage or Microsoft Expression Web. Both of these have templates built in to insert various type of forms so even a beginner doesn't feel overwhelmed. I'm not too familiar with HTML or writing code so I like these Microsoft programs. Hope this helps.
