I had some fun tracking it down. I did not know the specific location, just Downtown somewhere, as evidenced by my first answer (Lady Luck). Then it became a challenge to locate it. Because of the shadows, I knew the alley was North/South oriented and by using Google Maps (imagery) I saw the same building with the water fall thingy (described by Pam G.). The tail ends of those lines were in your picture and that is how I moved from the Lady Luck to the Four Queens, but hey, Bill W. was already there!
