Roy, the Club Cigar Store no longer has gambling. The chip is from the 1920's-1940's, although I'm not sure exactly when it was made and delivered.
Your assumption that Montana has legal gambling is right - sort of. There are three kinds of legal gambling: live poker, video poker, and video keno. No other games are permitted. The only gaming licenses allowed are for bars; there are no stand-alone casinos in MT.
Gaming was not always lawful in MT, and the chip shown in your post may or may not be from one of the legal periods.
