The inlay appears to have been glued/reglued. IMHO, once a chip has been altered in ANY way, I don't think you can use book values as a guide.
The value of The Chip Board, as you can see, is that there are a lot of collectors and sellers who visit and read it everyday. If you post your want for a chip like this, chances are there will be someone with one for sale!
The $ .25 Four Queens is a nice chip and I wish you luck in your search!
