Eric: I am no expert but I stayed in South Dakota three years ago. A lot of places (hotels, motels, bars, etc.) had small "casinos" in them, basically some very basic video BJ, poker, etc. At the hotel I stayed at, you put your money in the machine and if you won anything, you went to the bar to cash in the ticket.

I assume North Dakota is probably the same, and that's what these matchbooks are advertising.
