Is/were, Harrah's Tahoe and Harrah's Stateline the same place?

This Win Cards chip indicates Stateline:

This is a scan of a NCV for Harrah's Tahoe that was provided by Marc Shapiro (thanks Marc) as the Win Cards chip used there. However, I do not have a scan of a Dealer Tip Coupon or other verification that the Win Cards program was there (unless "Harrah's Tahoe" is also "Harrah's" Stateline). And if that is the case, then it is possible that this NCV may have been used in advance of the custom chips (above).

However, my guess is that Marc may have been mistaken about the Harrah's Tahoe NCV being a function of a Win Cards program there.

Can anyone shed light on this?
