Many of the old illegal chips were sent to street addresses.
The joints went by the name of the address, in a lot of cases.
Many ID cards only have street addresses and no names on them.

Many were sent to mail drops, some in neighboring states RE: 1,000's and 1.000's of different initialed chips chips delivered to J. Barnett Jerome Hotel, Hammond, IN, used at the Owl Club in Calumet City, Il.

Troost St, Kansas City MO was a hot bed of illegals in 1930's-40's. Many of their chips were sent to a liquor store.

Many operators had a different guy buy chips. RE" Benny Binion, Southland Hotel, Dallas. We must have 10 different orders with different initials that went there. Whoever's initials were on the chips was the "stooge" of the month in case of a raid, he took the fall. grin

Many were sent to Alias's of the person actually buying the chips.
Many were sent to say 402 Main St when the illegal was at 404 Main St. They knew they would recieve them. grin

All of these little tricks was to give the operators cover in courts when the cops finally had to raid joints that they were paid off to protect, for years.

There was literally 1,000's of illegals across the country prior to 1961.
