tournament poker chips are a bigger deal than roullette chips because the person could theoretically take tournament chips off the table in a tournament the are short stacked but then bring them back onto the table in a future tournament (Men "the Master").

Roulette chips off the table are probably more of a P.I.T.A. for the casino just because they are game specific and when they run low on a color it's probably just more difficult to reload.
