PVC is the culprit

PVC is short for polyvinylchloride ... a chemical that is used to soften plastic. Most non-PVC pages are safe to store chips in. Ditto with plastic 2x2's. The non PVC 'flips' as they are called, are usually stiffer and more brittle than flips with PVC ... but are generally safer to use than the softer pliable ones.
