Gambling was rampant in bars pre 1960's in IL.
No reason to think the chips were used anyplace else.

I have tons of detailed research done on chip orders that did not include a club name. No reason to research an order when the name of the joint is on the order. I bet there are newspaper articles about arrests for gambling in the Stag Bar.
