Imo, it was gaming laws different in different states. Police bought off easier in IL in those years, etc. They also thought it would be harder to track the orders. NOT!! The feds will have a huge file of info on Barnett, Cal City and the Hammond.
My guess pressure from the feds on the locals brought it down.
