I believe that chip is from the Victory Club in Locke, CA. This is based on a translation of the chip language and the listing in the California card room reference (http://cashcoinconnection.com/Casino/USA/CA/CardRooms/V.pdf). I purchased a few of these chips from a garage sale near Locke and the seller indicated that they were recovered from a building in Locke. I donated a couple chips to the Locke Dai Loy Museum (http://www.locketown.com/museum.htm). The Victory Club was across the street. My detective work could be wrong but it seems like it makes sense.
