You write as if you don't believe war has been declared on this country. It has. You write as if you believe those who have made those declarations wear uniforms and are fighting their war on behalf of specific countries. They aren't. They are fighting a war based on a radical ideology, and that war is very real and ongoing. Defending against such a declaration against us and our way of life has presented dramatic changes on how to fight a war compared to previous wars. Deep penetration worldwide intelligence is necessary. Capture and intense interrogation of combatants is necessary (waterboard all of them - it isn't real torture, even though Obama has said it is). Military presence combined with intelligence is necessary in known areas of concentrated training and recruiting of these terrorists. Your rather flippant reply suggests you don't have a clue as to what we need to do to fight a very real enemy to everyone residing in this country. Instead, it appears you would do nothing until after an attack, and from other posts from you, you'd grant these terrorists US Constitutional rights and let them lawyer up. So to does Obama. Our Constitution grants rights to citizens of this country and others who are here legally. It isn't a global document until all other countries recognize it as their own too.
