1) It is required by the States (Not the Federal Governemnt)for those that drive vehicles and NOT everyone.

You may want to peek outside that box you seem to live in. You forgot about the millions that live in places like NY city that do not own and have NEVER owned a vehicle. Are they required to buy auto insurance as well?
I personally know lots of people (Including most of my family members in NY, Chicago, DC and Philly) that do not own vehicles.
In fact there may be more people living in the US that dont own a car than the Government claims does not have health insurance. Maybe that is the next thing the Governemnt should require, that everyone purchases a car.
Surely you can come up with one good or service that the Federal Government mandates that EVERYONE purchase.
Unfortunately you cant because its unconstitutional to do so. Unfortunately our present administration pays no attention to that "Constitution" thing that they were hired to uphold.
Pretty sad if you ask me.
