I'm not sure but I was of the impression that 1.5 Billion was the total cost of the project. The cost of finishing it was quite a bit less.

The proposed tax break which would be spread out over 10 years might help the bottom line in the long run but will do little to fund the remaining dollars needed to finish the project just my opinion
