Why would anyone buy health insurance under this new plan? The fines for not buying it will be substantially lower that the cost of the premiums will be, and since pre-existing conditions are no longer a reason for refusal of coverage, just pay the annual fines, then buy the insurance after you get sick! It'll be like letting a driver buy car insurance after they are involved in an accident, or letting a home owner buy home owner's insurance after their house burns down.
