Any idea what the obverse stands for?

I know lots of chips (nacre) from Europe made their way to Cuba and South America; while some were used as is, others were re-worked... and in some cases the original monitary unit (F for franc) could still be seen in the field under strong power glass (on the face of the chip) after taken down for new graphics. This was very common; even in France, as CARO-Paris used to take up old inventories and resurface them (per a merchant several of us purchased from).
