It's an old french with several spelling mistakes:

qui peu conter sur moy : qui peux compter sur moi : who (which) can count on me
Il brulle mais de loing : Il brûle mais de loin : it burns but to far
je n'en donne qu'Ã vous : I give it only to you

Sorry but my english is not very good.

For me, it's a kind of medallions not chips. I saw same (different drawing) but enclosed with a chain.
