How in the world would anyone be able to even sit in a chair (let alone play poker), afer drinking that much coffee... at a chip a bag?

Seriously, I think such promo chips were distributed in low-quantity boxes/tubes like most of the other advertising chips... How, I'm not sure, but I've had several of those tubes/boxes thru the years (mostly whisky) and they were 12-count, I believe... would have taken up a lot of room in a bag of coffee... at least a pot or two.
