I haven't played a WinCards chip in several years, Jim, but they used to be treated just like live chips on the table. If you won, you kept the WinCard chip and got paid in regular casino chips. If they are not letting you keep the Win Card chip on a win, it's a much worse deal for the players as they would be worth only half face, rather than 90%+ of face.
