casinos by Gaming International. Basically, Gaming Internation will provide a brochure and 3 Win Cards (roulette, craps and blackjack). Each card shows basic strategy. The casino then adds NCV chips to the package and sells the package to customers. In the beginning, a package had 15 "1" NCV chips, which were used for making $1 (or more) bets. You win, the NCV was taken and replaced by a live-action chip. Later on, the package went for $10 for 3 "5" NCVs. Now days, they tend to give 6 "5" NCVs for $15 (I think).
Gaming International offers custome "Win Cards" chips, but many casinos will just use their own, in-house NCVs.
