I would call it a semi-custom order. Someone picked up a Mason or Harris Bros catalog an ordered different but still generic lettering on the chip. The reeded edge was an extra cost. Only when the inlay has a custom litho sandwiched between t sheets of celluloid or, for Burt, plastic would they be consdered a custom chip. There are custom die cuts but not your chip
