There was NO need or requirement to know all the chips that debuted that year. All anyone had to do to participate was nominate ONE chip ... ANY chip from ANYWHERE that was issued that year... and they would have been placed on the OTY Judges Committee and would have received a color pamphlet illustrating ALL of the chips that were nominated by other club members. From that pamphlet, you as a judge would have seen all the nominations ... then you could have voted your choices for OTY.
