I'm going to take a wild guess what it could be and I could be very wrong but here goes:
Using Sam's Town - Las Vegas, as an example..
Their Poker Tournament Chips start in NCV denominations of 5, 25, 100, 500, 1000, etc.
However, their nightly poker tournaments start with blinds of 25/50..so the NCV5 chips are never used for the evening tournaments. I have seen Sams Town NCV5's there, but they are only used for the small $23 buy-in morning tournaments, where blinds start at 5/10.
Maybe the NCV 5's were briefly used at the Holiday Casino, but were quickly pulled because they weren't used, since blinds usually start at 25/50.
Just a guess, and I'm prolly wrong..but I'm bored here at work, so I thought I'd take a swing.. :-)
