Does it have anything to do with Bush's tax breaks for those on the program where it was spelled out, prior, explaining that it could mean that ultimately more tax [tax credit?] may be paid by those who do not change their health spending habits; who have not been cost-conscionus in selecting their healthcare plans...? If so, I wonder is there is any language in the act for a beneficiary to be notified during any given "Explanation of Benefits" statement period in the month(s) such health-spending practice took place... or was it just slammed on the taxpayer without any notice...?
