I checked my records and show these chips (and plaque) to be from Flamingo Club Casino, Izmir, Turkey. Izmir is not the same as, and is not located next to, Istanbul, Turkey. I believe that this information is correct, however, I have no first hand information concerning these chips. My information comes from the person that sold me the chips shown, below, years ago. I'd love to see positive proof as to where these chips were used. These exact same chips (and plaque) are in my collection, the scan is mine.
