The Fremont Hotel downtown has them in surprising quantities (about 2 stacks per craps table) and I didnt have much problem getting $2-3 worth last March, but DID get some very puzzled looks from the pit staff as to why I wanted them since theyre basically useless.

A check just last week showed they are STILL on the tables. Pardon the scan, they are actually orange.
