Got this at Santa Anita Race Track. You can put cash into a Voucher machine and make bets at a betting machine.
You cash out the vouchers at the cashiers cage.

This is unusually that it has a cash value of 2 cents. Usually races pay off in tens of cents. This was left in the betting machine I was about to make a wager in. Most likely a left over payout from a race that had a tie for one of the winning positions.

Would you consider this a TITO? As you know, Santa Anita does not have casino gambling, only horse racing.
