would view the transaction as you noted as a "cash advance" and the CC company fees associated with such a transaction would certain negate any benefits. CHASE offers "checks" that you can write against your credit card balance, but the fees are 3% minimum up to a maximum of $249...allowing for a slight advantage in "points vs. fees".
