We experienced the same problem here in Canada. We reported the merchant to the bank that held our Visa. We were informed that the dealership or any merchant that accepts Visa MUST accept Visa as payment. The bank sets your limit NOT the merchant. The bank will revoke their ability to use Visa AT ALL. It is important to remember that the bank sets the limits NOT the merchant, the merchant CANNOT arbitrarily set their own limit. Either they accept Visa or they do not. That is the ONLY question.
