Mind you, I'm certainly not opposed to curbing venting gases like carbon monoxide or halogenated chloroflurocarbons just that I have my doubts about the entire issue.
To some degree what all of this created was another vehicle for the government to tax industry.
As an example Freon 12 which was used in the vast majority of motor vehicles in their A/C systems originally sold for as little as $25 for a 30lb. drum.
By the time the government along with the manufacturers finished both raising the prices and taxing the hell out of it, prices rose to as high as $1000 dollars a drum.
If the average persons vehicle encountered a leak in the system it could cost you as much as $500 for a system recharge. In many older cars, probably more than the value of the vehicle
The curbing of manufacturing these gases could have just as easily been accomplised without the taxes
