99.99% of of chips ordered for and by clubs has one or more indications as to where they were used. Not saying that they were NOT used in an on based establishment, but rather they were not autorized nor paid for by club funds. If you look at the other known and suspected chips used by military organization, there is most usually something on the chip that indicates it's relationship to a military establishment. This chip does not.

Unless one uses an off base mailing address, EVERYTHING sent to some one working for the government (either military, contractor working for the military, embassy staff, etc), will have an APO / FPO etc address.

The difference is what is displayed on the chip. I agree that the number of chips ordered was quite large, but then again, I remember playing in one or more black jack games in the ORDERLY ROOM BAR while stationed in Korea. The games were of course never authroized, and the bar, along with a bar tender and a beer machine for when the bar was closed, were most certainly never authroized, but they were there none the less as were many other so called "hoch" bars on base. And the distance from the orderly room to the NCO club was less than 100 feet! Go figure.
