I don't see any "rewards" being passed out for entering this country illegally... and I do not see the increased use of the Spanish language by our municipalities as a reward for illegals coming over from Mexico/Central America, but rather a result and need since there is an increasing Spanish-speaking population here in the United States. It's the same within Europe; the use of neighboring countries' languages are widely used in travel and whatnot; French, Spanish, German and English.
