If the postal clerk read the regulations, you shouldn't have been able to send it for less than $1.22 in 2010. It's really classed as a package, not a letter, or large envelope. You may still be able to slip in a bubble envelope as a large envelope next year for less, but it should be $1.71. First class one ounce or less will go from 44c to 46c as well.
