You should have no problems getting as many chips as you want off the tables. When I found the new rack at Ho Chunk I threw $200 on the table and got 10-20 of each. The only chip you may have trouble getting more than a few of are $.50 chips if they don't have a lot in the rack. Sometimes a craps table is a better place to buy chips. For roulette chips - they don't want them to walk since they only buy around 300 of each. You have to be very careful getting them at a busy table and then leave very quickly before they notice they are misssing. Some places just assume you will return to the table when you discover that they won't cash them in at the cage. Other places will chase you to get you to exchange them for regular chips. The best places to get them are casinos that don't keep the roulettes in stacks of 20 (that is only a few casino I know of) or if they are using a chip sorting machine.
