I am a very effective complainer. There is no way I would let my complaint stop with the shift management.
Get the names of the people you spoke with. Save all your receipts. Do a little research. Find out who ownership is, if it is a corporation (most likely), get the name and title of the head honcho.
Compose a letter spelling out the detail. Stress the late hour, how stressful the interaction was, and how shocked you were at the shift managements indifference.
Tell them flatly that you think he is entitled to some sort of compensation, and if none is received, you will consider getting a lawyer and/or filing complaints with whomever oversees their licensing.
Send the letter certified so someone has to sign for it.
If you take these steps and they still igore you I would be shocked.
