They are used for reference. Years ago I, talked with Greg Susong about this and he allowed me to copy his Michigan chips and I use as a reference when I go to shows and conventions. He too had no problem with that BUT, I also copied the cover page and gave him full credit for the use of the scans.

Issues arise when people use scans to try to sell their own chips, therefor not true representation of the chip for sale. They take a better scan to show off a chip, then post for sale and you end up getting a different chip than you thought with chips, nicks, scratches, dirt and fading. There ARE people out there that DO JUST THAT and that AINT RIGHT!!!!!!!!!
