I wonder if after they stopped using this particular chip set for gambling they used them as hat checks. You take the customer's hat/coat and hang it on a hanger. You give him one chip with the small number stamped on it, same as the number on the hanger. When he comes back for his stuff he gives you the chip/hat check back so you can easily find his stuff on the right hanger.
Until the customers give you their stuff, you keep the hat checks on the same numbered hanger so they are easy to give to the customers. Therefore they are hole punched so they fit on the top of a simple wire hanger and can be quickly removed.
All they needed to do to implement this is once they're done using these in gambling go over to Taylor and Company and get them hot stamped with the little numbers and have the holes drilled in them. Gee, do you think they might be able to get someone over at Taylor to do them a little favor? :-)
